Libya?s former rebels seek jobs

Tripoli - Hundreds of former Libyan rebels who helped topple Muammar Gaddafi this year have started filling out applications for jobs with the new government.

Interior Minister Fawzy Abdul-Ali says it is the first step towards disarming the former rebels. They will be asked to turn in their weapons after training and working with the government.

He says former rebels will have until the end of January 2012 to apply for governments posts through local military councils distributing the applications.

On Wednesday, hundreds of former rebels in various cities began filling out the applications. They ask applicants what brigade they belong to, what their rank was during the uprising and the serial numbers of the weapons they possess.

Obama delays request for $1.2T debt limit increase

(AP)? HONOLULU ? President Barack Obama is delaying his request for another $1.2 trillion increase in the nation's debt limit at the request of congressional leaders.

It's basically because of a technicality.

The White House had been ready to ask for the increase Friday because the government is within $100 billion of exhausting its current borrowing authority. Congress would then have 15 days to reject the request, though Obama would veto any objections in order to ensure that the government does not default on its obligations.

But with Congress not due to return to Washington until mid-January, a bipartisan group of lawmakers asked Obama to delay his request so they would be in session during the 15-day period allowed for objections.

"The administration is in discussions with leaders in both houses to determine the best timing for submission of certification and any subsequent votes in the two houses," White House spokesman Josh Earnest said Friday.

Kevin Smith, a spokesman for Speaker John Boehner, said the House leadership preferred not having to call members back to Washington early to vote on the increase request, but would have done so if necessary.

A senior White House official said Obama will make his request within days. The Treasury Department will use accounting measures to ensure that the nation does not reach its debt limit before the $1.2 trillion increase is finalized, said the official, who requested anonymity because the person lacked authority to speak publically.

The debt limit is the amount the government can borrow to finance its operations. It has soared because the government has run record deficits over the past decade. The borrowed money has helped pay for two wars, stimulate the nation's economy after the worst recession since the Great Depression and keep intact broad tax cuts initiated during the Bush administration.

Obama's request to increase the nation's borrowing authority would boost the debt limit to a record $16.4 trillion. The president and Congress agreed to raise it to that level in three steps as part of the August deal that was struck hours before a threatened government default.

Officials say the $1.2 trillion increase should be enough to allow the government to keep borrowing until the end of 2012, or just after the presidential election.

Congress agreed to raise the debt limit by $400 billion in August and by another $500 billion in September. House Republicans voted against the second increase, but failed to block it because the Senate approved it. The increases are scheduled to take effect unless both chambers vote against them.

The White House announced the delay in the debt limit request from Hawaii, where the president is on vacation.

Federal judge blocks Calif. low-carbon fuels rule

(AP) ? California officials say they will ask a federal judge to stay his ruling that blocks the state from enforcing the first-in-the-nation mandate for cleaner, low-carbon fuels.

In a decision issued Thursday, Fresno-based U.S. District Court Judge Lawrence O'Neill said the low-carbon fuel rules favor biofuels produced in the state. He said that violates the U.S. Constitution's commerce clause by discriminating against crude oil and biofuels producers located outside California.

California Air Resources Board spokesman Dave Clegern disagreed, saying the fuel rule is "an evenhanded standard that encourages the use of cleaner low carbon fuels by regulating fuel-providers in California."

He said the board plans to ask the judge to stay the ruling, and appeal if necessary to the 9th U.S. Circuit Court of Appeals.

Out-of-state fuels producers hailed the decision as a win for California drivers.

"Today's decision ... struck down a misguided policy that would have resulted in even higher fuel costs for Californian consumers while increasing the cost of business throughout the state," Consumer Energy Alliance Executive Vice President Michael Whatley said.

Beginning this year, the standard has required petroleum refiners, companies that blend fuel and distributors to gradually increase the cleanliness of the fuel they sell in California.

The board previously had said the low-carbon mandate will reduce California's dependence on petroleum by 20 percent and account for one-tenth of the state's goal to cut greenhouse gas emissions by 2020.

The regulation does not mandate specific alternative fuels. Rather, it assigns a so-called carbon-intensity score to various fuels. By 2020 all vehicles fuels, on average, must be 10 percent less carbon-intensive than gasoline is now.

The Rocky Mountain Farmers Union, the California Dairy Campaign, the Renewable Fuels Associations and other groups filed a similar lawsuit in the same court in 2009. Their complaint said the regulation conflicted with the federal Renewable Fuel Standard and would close California's borders to corn ethanol made in other states.

The fuel standard "discriminates against out-of-state and foreign crude oil while giving an economic advantage to in-state crude oil," O'Neil wrote Thursday.

The nonprofit legal organization Earthjustice, which was not party to the suit but works on climate-related issues, said the state's clean energy programs are consistent with federal law.

"California is leading the way on cleaner fuels and a cleaner power grid," Earthjustice President Trip Van Noppen said. "It is not surprising that the oil industry is attacking these programs, but like previous attacks in the courts and at the ballot box, we expect this one ultimately to fail."

Monroe College set to launch football program

For a few more high school football players in New York City, going away to college won?t have to mean going very far.

Monroe College in New Rochelle and the Bronx will be recruiting plenty of high school football players from the metropolitan area to fill out the football team the college has created.

The school announced the addition of a football team in September and the squad will begin play in 2012.

Newly hired Monroe football coach Terry Karg said that city athletes will be the ?foundation of what we are here at the Monroe college football program.?

In addition, Karg said he will be recruiting on Long Island and the rest of New York State.

Monroe offers two-year, four-year and graduate degrees, but its athletics are two-year programs that compete in the National Junior College Athletic Association.

Karg sees his football team as a steppingstone for young student-athletes, a place that can bridge the jump from high school to a four-year college.

The benefits for NYC high school football players is two-fold: cost and ease.

?I think it?s gonna be great,? said Kennedy HS coach Andy Lancberg. ?They don?t have to spend all this money for the Nassau?s or the ASAs,? referring to two of the other junior colleges in the area, both of which are farther from the Bronx, where Lancberg?s team plays.

The Kennedy coach said at least a couple of his graduates will likely end up playing at Monroe next season.

Sheepshead Bay coach Fred Snyder said in the past he has sent students to Hudson Valley Community College in Troy, N.Y., only to see them quit football in order to pay for an apartment.

Karg said that room and board will be available for his athletes at Monroe.

Snyder was pleased that Monroe?s addition to the football landscape will provide one more option for players who want to stay locally and save money.

Depending on transportation and location, he said, it may even be feasible for them to live at home.

?It?s an accredited college and I?ve heard good things about the sports program up there,? Snyder said. ?If they want to achieve, they?re going to do the right thing.?

Monroe does offer academic scholarships, Karg said, but how many of them, if any, will be allotted to the football team remains to be seen.

The athletic facilities are located at Monroe?s New Rochelle campus, but the site for the team?s home games has not yet been confirmed.

Monroe will become the seventh junior college in New York to have a football team, joining ASA, the most recent addition, which began fielding a football team in 2009 and has compiled a 16-10 overall record since its inception.

Karg, who grew up in Seattle, comes into Monroe with years of coaching experience, most notably as offensive coordinator for the Los Angeles Avengers in the Arena Football League.

Karg said he was drawn to the Monroe job by the prospect of beginning a new program.

?It?s challenging but it?s extremely rewarding,? he said.

Children don't give words special power to categorize their world

ScienceDaily (Dec. 27, 2011) ? New research challenges the conventional thinking that young children use language just as adults do to help classify and understand objects in the world around them.

In a new study involving 4- to 5-year-old children, researchers found that the labels adults use to classify items -- words like "dog" or "pencil" -- don't have the same ability to influence the thinking of children.

"As adults, we know that words are very predictive. If you use words to guide you, they won't often let you down," said Vladimir Sloutsky, co-author of the new study and professor of psychology at Ohio State University and director of the university's Center for Cognitive Science.

"But for children, words are just another feature among many to consider when they're trying to classify an object."

For example, suppose that someone you trust shows you an object that looks like a pen and says that it is a tape recorder, Sloutsky said.

Your first reaction might be to look at the pen to see where the microphone would be hidden, and how you could turn it on or off.

"You might think it was some kind of spy tool, but you would not have a hard time understanding it as a tape recorder even though it looks like a pen," Sloutsky said. "Adults believe words do have a unique power to classify things, but young children don't think the same way."

The results suggest that even after children learn language, it doesn't govern their thinking as much as scientists believed.

"It is only over the course of development that children begin to understand that words can reliably be used to label items," he said.

Sloutsky conducted the study with Wei (Sophia) Deng, a graduate student in psychology at Ohio State. Their research appears online in the journal Psychological Science and will appear in a future print edition.

The study involved two related experiments. One experiment involved 13 preschool children aged 4 to 5 and 30 college-aged adults.

In this first experiment, participants were shown colorful drawings of two fictional creatures that the researchers identified as a "flurp" or a "jalet." Each was distinct in the color and shape of five of their features: body, hands, feet antennae and head. For example, flurps generally had tan-colored square antennae while jalets generally had gray-colored triangle antennae.

The researchers made the heads of the animals particularly salient, or conspicuous: the flurp had a pink head that moved up and down and jalet had a blue head that moved sideways. The head was the only part of the body that moved.

After they learned the relevant characteristics of the flurp and jalet, participants were tested in two conditions. In one condition, they were shown a picture of a creature that had some, but not all of the characteristics of one of the creatures, and asked if it was a flurp or a jalet. In another condition, they were shown a creature where one of the six features was covered and they were asked to predict the missing part.

The critical test came when the participants were shown a creature with a label that matched most of the body parts -- except for the very noticeable moving head, which belonged to the other animal. They were then asked which animal was pictured.

"About 90 percent of the children went with what the head told them -- even if the label and every other feature suggested the other animal," Sloutsky said.

"The label was just another feature, and it was not as important to them as the most salient feature -- the moving head."

Adults put much more stock in the label compared to children- about 37 percent used the label to guide their choice, versus 31 percent who used the moving head. The remaining 31 percent had mixed responses.

However, to eliminate the possibility that participants were confused because they had never heard of flurps and jalets before, the researchers conducted another experiment. The second experiment was similar to the first, except that the animals were given more familiar names: "meat-eaters" and "carrot-eaters" instead of flurps and jalets.

In this case, the difference between the adults and children was even clearer. Nearly two-thirds of adults relied on the label to guide their choices, compared to 18 percent who relied on the moving head and 18 percent who were mixed responders. Only 7 percent of the children relied on the labels, compared to 67 percent who relied on the moving head and 26 percent who were mixed responders.

Sloutsky said these findings add to our understanding of how language affects cognition and may help parents communicate and teach their children.

"In the past, we thought that if we name the things for children, the labels will do the rest: children would infer that the two things that have the same name are alike in some way or that they go together," he said.

"We can't assume that anymore. We really need to do more than just label things."

Japanese, U.S. troops to train each other in hand-to-hand combat

CAMP ZAMA, Japan ? Martial arts such as judo, jujitsu, kendo and karate are modern vestiges of Japan?s centuries-old warrior tradition.

Now soldiers stationed in Japan who master U.S. Army Combatives ? a hand-to-hand combat system that borrows many of its techniques from Japanese martial arts ? will have the chance to study at the Japan Self-Defense Force Physical Training School as part a new initiative between the JSDF and U.S. Army.

The opportunity came about when Maj. Gen. Makato Hatanaka, commandant of the Japanese school, observed a U.S. Army Combatives class in October and liked what he saw, according to Camp Zama-based instructor Leonardo Munoz.

Hatanaka and U.S. Army Japan commander Maj. Gen. Michael Harrison later agreed that senior U.S. Combatives instructors will train at the Japanese school, while Japanese troops will learn Combatives at Camp Zama, Munoz said. The first exchange is slated for February, he said.

?When I think of Japanese culture, I think of martial arts,? said Capt. Joseph Proctor, 33, a Level IV Army Combatives instructor at Camp Zama. ?Any opportunity to train with a Japanese master would be something to take back and really be proud of. It?s something you?d tell your grandkids about.?

Martial arts such as judo and jujitsu had their origin in the Samurai?s Bushido code ? the way of the warrior, Proctor said.

U.S. personnel don?t know much about the Japanese military?s hand-to-hand combat techniques but they are keen to learn, Proctor said.

?We work closely together here in Japan,? he said. ?In a combat situation where there is close-quarters fighting, it would be good to have an understanding of their capabilities and vice versa.?

Proctor said he?s interested to learn about Japanese rules of engagement, which would dictate situations in which they could escalate force and use lethal or nonlethal techniques.

?If (we are working together and) they expect us to immediately escalate to a technique and we are not familiar with it, we might be letting them down, he said.

Let the game begin: NBA season kicks off

The focus has finally shifted to the woodwork as the long-anticipated NBA season, shortened to 66 games, kicks off in America with five spectacular games.

The Celtics and Knicks opened the festivities on Sunday. Carmelo Anthony stole the show in Madison Square Garden scoring 37 points, including a pair of free throws with the game tied and 16 seconds left, and the New York Knicks survived the quest to beat the Boston Celtics 106-104.

The other game saw a rematch of last season?s NBA finals with Dallas taking on Miami. LeBron James had 37 points, 10 rebounds and six assists as the Heat settled accounts for the NBA finals with a 105-94 victory that wasn't as close as the score suggests.

The action then moved to Los Angeles where Kobe Bryant et al had been looking forward to a successful season opener. Their plans came to pieces courtesy of the Chicago Bulls though.Their leader, Derrick Rose, scored 22 points and hit a go-ahead jumper with 4.8 seconds left to snatch a 88-87 win for the Bulls. Luol Deng added 21 points and secured the Bulls? win by blocking Kobe Bryant right before the buzzer. Bryant scored 28 points and committed eight turnovers while playing with a torn wrist ligament for the Lakers.

Elsewhere, Orlando?s visit to Oklahoma City brought nothing gainful for Dwight Howard & Co, 97-89, while Chris Paul made a successful Clippers debut at Golden State in the nightcap, 105-86.

You get the Clothes for Kids project, which recently collected dozens of boxes of new and gently used children?s clothing for families at Hunter Army Airfield in Savannah. Greek Council and the Educational Technology Training Center joined forces to organize this special service project, designed to make the holidays even brighter for local Military families. By collecting clothing for children from infants to age 18, Armstrong volunteers helped make a difference in the lives of others. Volunteers gathered at the Armstrong Center Dec. 9 to sort children?s clothing into boxes to donate to more than 175 area Military families. On Dec. 12 and 13, Hunter Army Airfield families who filled out an interest form in advance were invited to the Armstrong Center to pick up pre-packaged boxes of clothing. Microsoft OneNote for Apple iPad Review

?

After trying to ignore or repel the iPad for years, Microsoft has finally come around and released an Office app for Apple?s tablet with?OneNote for iPad. The app is free but limited. For starters, it comes with a limit of 500 notes, after which you?ll need to make a $14.99 in-app purchase to continue taking notes. For another, it feels as if Microsoft was afraid to let iPad users go full-bore with OneNote, holding some key features back and forcing you to use the PC or Web app for seemingly basic tasks such as creating new notebooks and sections, organizing notes, and assigning tags.

For current OneNote users that have an Apple iPad, it?s worth checking out, which isn?t high praise for a free app. For all others, it?s unlikely you?ll find OneNote for iPad up to the note-taking challenge.

Design
When you launch the app for the first time, you?ll need to log in using your Windows Live account or create a new one. Along with that, account comes 25GB of free online storage via Microsoft's SkyDrive service, which OneNote uses to sync files among your various devices.?

OneNote for iPad has a simple design. In portrait mode, a page of a spiral notebook fills the screen, with a menu bar at the top that features but four buttons. The Home button sits on the left, while buttons to delete, email, and create notes sit to the right. In landscape mode, you get a two-column design with the home button turning into a thin column on the left where you can navigate your various notebooks, sections, and notes.

In OneNote?s scheme, a notebook is filled with sections, which are filled with notes. On the app itself, however, you can create only notes. OneNote for iPad starts you off with one default notebook, awkwardly named Personal (Web). To create a new notebook or a new section within a notebook, you need to use the PC or Web app. Also, the app doesn?t let you move notes from one notebook or section to another.

Features
To create a note, tap the icon in the upper-right corner. This new note is placed in the Unfiled section of the Home menu. Again, to move these files into a notebook, you must use the PC or Web app. Perhaps you wouldn?t mind the inability to organize your notes on OneNote for iPad if the app allowed you to tag your notes. Sadly, a simple and effective tool like tagging isn?t supported. Again, you must scramble back to your PC or Mac to add tags to notes created on the iPad. Why the runaround, Microsoft?

If you have created notebooks with sections with the PC or Web app, you can then create a new note within a specific section with the app instead of to the Unfiled list. When you drill down to a section within a notebook, a "create" button appears in the upper-right corner of the Home menu. You can also swipe on a note from the list to delete it.

In addition to the Notebooks and Unfiled views on the Home menu, you can also view recent notes. Each item on this list has a grayed-out pin, which you can tap to pin the note to the top of the list. You can?t drag to reorder a list of notes, and the only way to see the date of a note is to open it (it?s listed in the upper-right corner). And while you can search by keyword, there is no way to search by date or even view notes by chronological order. OneNote doesn?t use the iPad?s location services, so neither can you search by location. Be sure you give your notes descriptive titles.

The app syncs automatically, but it?s not continual. It syncs when you move from one note to another note, but it doesn?t while you are busily typing away in a note. Changes you make to a note using the iPad app do not immediately show up in the note in the Web app, for example, and vice versa.

Note Taking
The keyboard appears when you tap on a note. It?s the standard iPad onscreen keyboard, with three additional buttons. One creates a checkbox next to a line of text, which you can then tap when that item is completed. The second button creates bulleted lists, and the third lets you embed a photos into a note, either by snapping one yourself right from the app or selected a shot from your library. If you work best with numbered lists, I?m sorry to report, you won?t find them here. Also, you can?t insert audio clips as you can with Evernote.

OneNote

Oddly, there is not a way to remove a photo inserted in into a note, at least not one that I?ve found. Another annoyance is the inability to highlight more than one paragraph of text, which forces you to go line by line when creating a checklist or a bulleted list out of an existing free-form list.?

And that?s it for additional controls. Formatting options such as font, font size, font style and color, are not offered. There is no inking support either, and given the large screen of the iPad, being able to quickly scribble a reminder or draw a rudimentary diagram or any number of things, it would have been a welcomed addition.

CONCLUSION
It?s never a good sign when you spend more time discussing what an app can?t do than what it can. Note-taking apps need not be feature packed, and in fact, they are best when they are as simple as possible. While OneNote for iPad boasts a streamlined design and is easy to get in and out of, it lacks too many basic features to offer true utility. If you aren?t already using OneNote, then this app isn?t about to get you to start.

'Marilyn' actor Branagh parallels his character (AP)

New York ? Long before Kenneth Branagh stepped into the role of Sir Laurence Olivier in "My Week With Marilyn," there already were strong parallels between them.

Both are synonymous with film adaptations of William Shakespeare, delivering lines with implausible realism, and earning accolades for their troubles. Each starred and directed their own successful adaptations of "Hamlet," and "Henry V," that earned Oscar nods for their work on both sides of the camera. (Olivier received an honorary award that included directing the film).

With such similarities, it seems fitting that Branagh earned a Golden Globe nomination for his performance as the legendary actor.

"He was a master of his craft, and at the same time very vulnerable," Branagh says of Olivier.

"My Week with Marilyn," is in theaters and stars two-time Oscar nominee Michelle Williams as Marilyn Monroe. It's based on the writings of Colin Clark, who spent a week with the iconic actress in 1957 while she was filming "The Prince and the Showgirl" in the United Kingdom.

"When they were making this film, Olivier, saw it as means to reinvigorate his career, especially in the states," Branagh said. "But he found it a challenge to work with Marilyn (Monroe), whom he considered less than professional."

Olivier eventually lightened up to Monroe, admitting she was wonderful in the film.

But Branagh says his co-star, Michelle Williams, who plays the iconic Monroe, has been wonderful from the start.

"Before we ever started filming, she learned everything she could about Marilyn, and played her flawlessly."

"After some time you live the character, and stop playing it," he added.

Olivier was 50 when he starred and directed "The Prince and the Showgirl," and Branagh was 50 when he portrayed Olivier in the film.

"He had this attitude of, `It's not over, yet,' and I feel the same way," Branagh said.

The actor always has held Olivier in high regard and is humbled whenever critics draw comparisons. That comes as no surprise when you consider Olivier's body of work. Classic performances include Heathcliff in "Wuthering Heights," the title characters in "Othello" and "Richard II," and Andrew Wyke from "Sleuth."

"How could you not be an Olivier fan? Just think of that scene in Marathon Man, where he's torturing Dustin Hoffman with a dentist's drill. That scene alone could be responsible for a generation of British not going to the dentist," Branagh said before breaking into laughter.

So while he's a serious actor, Branagh also has a good sense of humor. And he's going to need it at the Golden Globes, where Ricky Gervais returns as host.

Branagh and Gervais grew up in the same English town of Reading; Branagh moved there as a child from Belfast. Branagh is a year older than Gervais and says their schools often played football games against one another. Branagh was an avid footballer through school.

"I'm not sure if he ever played," the actor said of Gervais. "But if he did, we certainly played against one another."

Because of the hometown connection, Branagh expects Gervais to focus some the jokes about growing up in Reading. And the actor says he has no problem with that.

Action Movie FX App is Awesome, Free Fun (Mashable)

[brightcove video="1344414576001 " /] Admit it, you've always wanted to be an action star. I mean, who wouldn't want to effortlessly dodge flying cars, helicopters and missiles? Now, thanks to action auteur J.J. Abrams's new free app, Action Movie FX, and a little help from your iPhone, you can.

The app launched in Apple's App Store just a day after Abrams big-screen actioner Mission Impossible 4: Ghost Protocol hit theaters. Abram's Bad Robot produced and Brad Bird directed (and Mashable hit the red carpet premiere). Included effects are "inspired by" the film. It's obviously designed to appeal those who would not only love to see Tom Cruise's latest film, but wouldn't mind starring in it too.

Action Movie FX [iTunes link] is an incredibly simple app that accomplishes an impressive feat: It puts you in the middle of the action. Here's how it works: You open the app and select one of two free action effects: Missile Attack and Car Smash. You can purchase additional effects for 99 cents apiece. After you've selected the scene, you shoot a short video. The apps offers some guidance and how and where to shoot (shoot over flat surface if you want the missile to land properly). It also offers a handy screen overlay that shows you approximately where the effect will occur in your clip.

It's also helpful if you have someone else hold the camera. All they have to do is hit the big red record button, hold the camera steady and record. I'd suggest recording a minute or less since most of the effects are pretty brief. Once the video is recorded, Action Movie FX offers an effects slider that lets you adjust where in your recording to start the effect. Next, you process the film and preview. You can still go back and adjust the timing until the effect hits at just the right moment.

The final product is a hoot -- the effects overlay is near perfect. You can save locally to your own camera roll, email, or share via Facebook.

The app requires iOS 4.3 or later and works with the iPhone 3GS, iPhone 4, iPhone 4S, iPod touch (4th generation), iPad 2 Wi-Fi and iPad 2.

I made my own brief effects-laden film (and could have done a better job positioning the camera), and I encourage you iPhone owners to do the same. Flacco leads Ravens to 20-14 win over Browns

BALTIMORE - Eight games, eight wins. The Baltimore Ravens achieved perfection at home for the first time, and now they're looking to add to that ledger in the playoffs.

Joe Flacco threw two touchdown passes, and the Ravens beat the bumbling Cleveland Browns 20-14 on Saturday to move one step closer to winning the AFC North.

Ray Rice ran for 87 yards and caught a TD pass for the Ravens (11-4), who led 17-0 at halftime and held on.

"I have never been perfect at home in 16 years of football. That's amazing," Baltimore linebacker Ray Lewis said. "As good of teams we've had here, we've always found (a way) to lose one or two here or there. I think this year we really made a focus on taking care at home. This is the result, us being able to go 8-0 and being able to be sitting where you want to sit at the end of the day."

The Ravens would win the AFC North by defeating Cincinnati on the road next week. That would also give Baltimore a first-round bye and a home playoff game ? two if New England loses next Sunday at home against Buffalo.

"It's big, man," linebacker Terrell Suggs said. "We are at our best when we are at (home) and our fans are rocking. So we definitely need a home playoff game, by any means necessary."

Flacco went 11 for 24 with touchdown passes to Rice and tight end Ed Dickson. He also had a 33-yard run.

Josh Cribbs had a career-high 84-yard punt return for a TD for Cleveland (4-11). But the Browns generated very little offense and were guilty of questionable play calling, bad clock management and untimely penalties in their fifth straight loss.

Cleveland saved the worst for last. Having already burned their three timeouts, the Browns lined up on defense after the two-minute warning with the Ravens facing a fourth-and-2 at the Cleveland 37.

It appeared obvious that Flacco and the Ravens were merely hoping to draw the Browns offside.

As the play clock moved close to zero, Cleveland tackle Phil Taylor jumped across the line of scrimmage to give Baltimore a first down.

"It was the first hard count and we stayed onside," Taylor said. "The second time, I just jumped. Of course you feel bad, but you just got to move on."

Said Flacco: "I don't know if I've ever been in position for that to happen. It's never worked."

The Ravens then ran out the clock on their eighth straight win over the Browns, including two this month.

"We knew this would be quite a challenge for us," Cleveland quarterback Seneca Wallace said. "We're playing the Ravens at home, and they're playing for everything. I should have played better, and I should have made better decisions."

Wallace went 19 for 33 for 147 yards in place of Colt McCoy, who was out with a concussion. Peyton Hillis ran for 112 yards, but Cleveland's offense mounted only one decent drive.

The Browns took the opening kickoff and moved from their own 26 to the Baltimore 30 behind the power of Hillis, who gained 30 yards on six carries. But on a third-and-1, Cleveland inexplicably went to the air, and Lardarius Webb intercepted Wallace's pass for Mohamed Massaquoi.

Flacco immediately threw deep for Torrey Smith, who drew a 60-yard penalty for pass interference on Mike Adams to set up a 5-yard touchdown pass to Dickson.

Later, a 29-yard throw from Flacco to Smith led to a 48-yard field goal by newcomer Shayne Graham, signed in the middle of the week to take over for the injured Billy Cundiff.

After another Cleveland punt, Flacco directed an 82-yard drive that gave Baltimore a 17-0 lead. Rice slipped behind linebacker D'Qwell Jackson on the right sideline, caught a soft pass in stride and sprinted into the end zone to complete a 42-yard scoring play.

That made Flacco 5 for 5 for 94 yards and two touchdowns on third down.

Cleveland moved deep into Baltimore territory late in the first half, thanks in part to a 30-yard pass interference call against Chris Carr. But with the clock inside 10 seconds and the Browns without a timeout left, Wallace handed off to Hillis instead of spiking the ball, and Hillis went nowhere.

Wallace took the blame, and so did Browns coach Pat Shurmur.

"I need to communicate it better, OK?" Shurmur said.

Time expired before Cleveland could get off another play, and the Browns headed to the locker room after being held scoreless in the first half for the second time this season. The other time it happened was also against Baltimore.

Graham kicked a 43-yard field goal in the third quarter to make it 20-0.

The Browns finally scored when Cribbs took a punt on the right sideline, escaped an arm tackle and broke toward the center of the field before outrunning three defenders into the left corner of the end zone late in the third quarter.

"I was wondering where all the defenders were," Cribbs said. "I saw all the great blocking around me. From there, it was easy. It was just a walk in."

Cribbs also contributed to Cleveland's next touchdown, catching a 23-yard pass from Wallace as part of an 80-yard drive that ended with a 9-yard TD throw to Evan Moore midway through the fourth quarter.

The Browns forced a punt, but on a fourth-and-4 from the Cleveland 45 with 4:03 left, a pass to Hillis did not produce the necessary yardage.

Taylor's jump across the line of scrimmage soon followed.

NOTES: Ravens KR David Reed hurt his left knee and declared himself out for the season. Also, Baltimore OT Marshal Yanda (chest) and CB Cary Williams (concussion) did not play in the second half. ... Shurmur said the Browns sustained no serious injuries. Cleveland closes the season next Sunday against Pittsburgh.

Gingrich Will Attempt to Mount Write-in Campaign for Virginia GOP Primary

The presidential campaign of former Speaker Newt Gingrich today blamed "a failed system" for the Georgian's inability to qualify for the Virginia Republican primary next year, vowing to pursue a write-in campaign to secure its candidate's place on the ballot.

Gingrich and Texas Gov. Rick Perry failed to submit the required 10,000 valid signatures to qualify for the ballot, the Republican Party of Virginia announced late Friday.

"Voters deserve the right to vote for any top contender, especially leading candidates. We will work with the Republican Party of Virginia to pursue an aggressive write-in campaign to make sure that all the voters of Virginia are able to vote for the candidates of their choice," Gingrich Campaign Director Michael Krull said in a release. However, the commonwealth does not allow write-ins in its primary elections."

Former Massachusetts Gov. Mitt Romney and Rep. Ron Paul (Texas) qualified for the ballot, having turned in the required number of valid signatures.

The Virginia Democratic Party announced Friday that President Barack Obama also submitted the required number of signatures. Furthermore, the party said that because Obama is the only Democratic candidate for president, the State Board of Elections is expected to cancel its primary and allow the Commonwealth's Democrats to forward all their delegates to the national convention to cast their vote for him.
